Cal U’s proactive plan for responding to natural or manmade disasters has been approved by state and federal agencies and adopted by the University.
Since December 2013, California University and Pennsylvania’s State System of Higher Education, together with Michael Baker International, have been updating the Cal U Hazard Mitigation Plan.
The updated plan will be the blueprint for reducing or eliminating long-term property damage and saving lives should a natural or manmade disaster affect the University community.

Why update the Hazard Mitigation Plan?
A hazard mitigation plan allows the University to respond effectively to manmade or natural disasters, such as:
- Severe weather
- Flooding
- Environmental hazards
- Infectious disease outbreak
The hazard mitigation planning process allows the University to look ahead and consider alternatives for response and recovery should a disaster occur.

About the planning process
The Cal U Hazard Mitigation Plan was developed through a formal process that included evaluating risks, assessing capabilities, developing a mitigation strategy, and submitting reports to both the Pennsylvania Emergency Management Agency (PEMA) and the Federal Emergency Management Agency (FEMA), which approved the plan.
Input from the University community was solicited during the process, and area emergency management agencies were invited to participate.
